Government Contracts for Small Service Businesses
North River Contract Consulting (NRCC)

Government contract support for small service businesses.

NRCC acts as your outsourced contracts desk – handling registrations, bid monitoring, and proposal support so you can focus on running crews, trucks, and jobs instead of digging through RFPs at midnight.

Built for: landscaping, debris removal, courier / delivery, small construction and labor providers that want steady government work without building an in-house bid team.

Small operators who are already good at the work.

NRCC is built for owners who can perform the work, but do not have the time or bandwidth to chase government paperwork. If you’re spending your day managing crews and equipment, we handle the contracts side.

Landscaping & hardscaping / grounds
Debris removal & cleanup
Courier & delivery
General labor and light construction
Other local service trades (case by case)

Your contract department, without putting someone on payroll.

We handle the search, the screening, and the structure. You stay focused on running the operation and deciding which opportunities fit your business.

1. Set-up & registration

We help get you visible and compliant in the right systems.

  • SAM and key state / local portals
  • Profiles, codes, and documents aligned to your services
  • Support keeping registrations current

2. Monitoring & filtering

We watch the portals so you do not have to.

  • Ongoing scan of agreed federal, state, and local sites
  • Filtered by trade, location, and realistic capacity
  • You only see a shortlist of winnable bids

3. Bid / no-bid & proposals

We turn long RFPs into clear decisions and structured responses.

  • Summaries and bid / no-bid recommendations
  • Proposal drafting and compliance review
  • Final package prepared for submission

4. Calendar & deadlines

We track question deadlines, site visits, bid due dates, and renewal points so you are not caught off guard.

5. You stay the prime

You remain the bidder and contractor of record. NRCC works in the background to support your pipeline, not replace you.

Different from “free help”, freelancers, and big consulting shops.

There are plenty of resources telling you how to sell to the government. NRCC is focused on actually doing the work with you, in a way that fits a small service business.

Free programs (APEX / PTAC)

Training, not execution

Great for education, but they still expect you to read every RFP, interpret it, and build the proposal yourself on top of everything else you already do.

Freelancers

One-off documents

Writers who jump in for a single bid. Limited context on your operations, no ongoing monitoring, and no long-term pipeline in mind.

NRCC

Ongoing, trade-focused support

We work with you month after month, learn your business, monitor your core portals, and build a repeatable bidding rhythm tailored to your needs.

Simple, transparent structure.

Pricing is designed to be manageable for small teams while still reflecting the work required to properly screen and support bids. Exact terms are finalized in writing before we start.

$1,250 per full proposal Charged only when you decide to bid. Includes drafting, compliance check, and assembly of the final submission package.

For contracts we supported that are awarded to you: $10k–$200k contract value → $1,000, $200k–$500k → $5,000, over $500k → $10,000. You keep 100% of the contract revenue – our fees stay separate from the contract itself.
